Red CEdar PARTNERS WAS founded on The IDEA that THE VALUES OF AMERICAN progress, COMMUNITY, and national security are not in conflict
But that’s not the whole story.
Jason and Jaclyn Houser (that’s us) met in East Lansing in 2003 (“On the Banks of the Red Cedar”), where our shared purpose—and love for Michigan State—began. After spending a year working together on the 2004 John Kerry for President campaign in Michigan, we moved to Capitol Hill in Washington, D.C.
The path over the next 20 years then got interesting. We worked for advocacy groups focused on progressive causes. Jason took a military deployment to Afghanistan. We started to build connections in the homeland security and defense communities—through consulting and serving in various U.S. government senior leadership roles.
Those connections ultimately led us to start Red Cedar Partners.
Now based in Annapolis, Maryland, we remain committed—just as we were then—to bringing our combined expertise in homeland security, immigration, cybersecurity, and strategic communications to stakeholders in both the public and private sector.
We are proud to have worked across the Department of Homeland Security—including within ICE, CBP, FEMA, CISA, and OCIO—as well as with U.S. Cyber Command, U.S. Navy, on Capitol Hill, and with dozens of nonprofit groups and elected officials around the country.
Most recently, Jason served as Chief of Staff for US Immigration Customs Enforcement (2021–2023), overseeing all programming and operations for the $8 billion agency and its 20,000+ personnel. Jaclyn served in senior leadership roles at two prominent homeland security consulting firms in D.C.
At RCP, we help clients tackle today’s most pressing national security, cyber, immigration, and intelligence challenges. We offer strategic insight, project management, and business development services that support efforts of all sizes. It is an uncharted new world in American government, but we are here to offer progressive and pragmatic solutions.
We’ve led marquee, million-dollar nonprofit campaigns, advised federal agencies through crises and reform, and served as corporate executives during times of transformation and growth. Through it all, we’ve stayed grounded in our values. Whether it’s shaping immigration reform, launching cyber operations, or designing cutting-edge communications campaigns, we bring both experience and heart to every project.
